The Financial Secretary, Mr. John Tsang, will deliver the 2008-09 Budget Speech for Hong Kong to the Legislative Council on February 27.

Kenneth Leung, a senior consultant who heads up the tax and pensions practice of Clifford Chance, will offer post-speech analysis and comments on the budget, including:

  • Incentives to Individuals,
  • Incentives to Business,
  • The Hong Kong Government's Budgeting Philosophy, and
  • Tax policies and Hong Kong as a World City.

    Kenneth Leung has over 15 years of international and local tax experience. He is currently the Vice-President of the Taxation Institute of Hong Kong and the Vice-Chairman of the policy think tank, the Professional Commons. He is a member of the Joint Liaison Committee on Taxation, the Chief Executive Election Committee and the Housing Authority. Mr. Leung graduated from the London School of Economics and Political Science with a bachelor's and a master's degree and is a qualified chartered accountant, chartered tax adviser and solicitor.
