    How might a general anti-competition law be applied in Hong Kong? The competition law for Hong Kong's telecommunications sector is both a unique model of sector-specific regulation as well as one of only two significant examples (along with the broadcasting sector) of the adoption of competition law in Hong Kong.

    This panel discussion will examine the most recent legal and regulatory developments in this sector, as well as a way forward for Hong Kong in terms of a comprehensive competition regime.

    Highlights of the panel discussion will include:
    * An overview of competition laws in other countries
    * The application of a general fair competition law in Hong Kong - pros and cons
    * The current regime in Hong Kong - competition policy; sectoral competition regulations and enforcement authorities
    * Developing a general fair-competition law
    * Potential legislative challenges - definitions of markets; conduct prohibited
    * Enforcement body and powers
    * Way forward
