Judge Charles Brower's 45-year law career has combined extensive bar practice with distinguished public service, national and international. He has published and spoken worldwide, largely in public international law and international dispute resolution.
Judge Brower will discuss the types of dispute resolution and remedies that bilateral investment treaties generally cover and make available. He will also discuss MFN clauses, the pros and cons for investors of acting through a BIT over pursuing contractual claims and the outlook for treaty arbitration in China.
Judge Brower has been a partner with White & Case LLP and acting legal advisor and principal international lawyer for the U.S. State Department. Since 1983 he has served as a Judge of the Iran-U.S. Claims Tribunal in The Hague, save for service as Deputy Special Counsellor to President Reagan. He has represented governments before the International Court of Justice.
As counsel or arbitrator Judge Brower has handled commercial disputes as well public international law issues, particularly involving the oil and gas sector, major infrastructural projects, expropriations, and investment disputes, including ones arising under bilateral and multilateral investment treaties. He has held leadership roles with the American Society of International Law, the ABA, the Institute for Transnational Arbitration, and the International Law Association. |
