The need for energy, transportation and public services infrastructure across the growing economies of south-east Asia is unquestioned. At the same time, the amount of public and private sector funds available for investing in these projects is unprecedented. So why is so little actually getting done?
In all these projects, multiple layers of government are required to make decisions which are unfamiliar, complex, high-value, long-dated and which frequently involve foreigners.
Drawing on particularly two recent roles - acting as an expert witness in front of the World Bank on the $425 million Manila airport arbitration and advising the MOF in Indonesia on its support for some $15 billion of capital expenditure in the power sector there - Mr. Kinloch will discuss recent developments, lessons learned and how best to go about closing infrastructure deals which will persist into the future for the benefit of all.
Andrew Kinloch is the founder of Logie Group Ltd. which offers specialist advice on infrastructure finance in Asia. Mr. Kinloch brings 20 years' experience leading structured, project and export financings across a wide range of asset classes and risk profiles both in Asia - he ran WestLB's structured finance business for Asia Pacific at a time when it was in the top 10 of lead arrangers- and in the developed markets of Australia (including WestLB and Westpac) and Europe (Mizuho and UBS). Earlier he trained as a chartered accountant with KPMG and PWC. |
