Christine Loh, founder and CEO of the non-profit think tank Civic Exchange, will outline the scale and sources of Hong Kong air and water pollution and discuss existing Hong Kong government policy and regulatory frameworks before opening a discussion with environmental law expert John Copeland Nagle. Ms. Loh and Professor Nagle will look at environmental law and policy in Hong Kong and China and legislative and policy models used elsewhere around the world.
Professor Nagle, who teaches legislation, property, and environmental law courses at the University of Notre Dame and is a Distinguished Fulbright Lecturer this spring at the University of Hong Kong, has explored in lectures and books such topics as the scope of congressional power to protect endangered species and 'The Practice and Policy of Environmental Law' and 'The Law of Biodiversity and Ecosystem Management.' Professor Nagle is writing a book entitled 'Law's Environment: How Environmental Law Actually Affects the Environment.' A graduate of Indiana University and the University of Michigan Law School, he taught property and environmental law as a Distinguished Fulbright Lecturer at the Tsinghua University School of Law in Beijing during 2002 .
Christine Loh is a lawyer by training and served as a member of the Hong Kong Legislative Council. In addition to her current work as a policy analyst, she is an international adviser to the GLOBE G8+5 Climate Change Dialogue and serves on numerous non-profit bodies nationally and internationally. She has a long record in environmental policy and urban planning, as well as on democratic political transition. She is the author of several books about Hong Kong-China politics. |
