You are invited to our joint committee meeting on Tuesday, August 23, where our distinguished guest Mr. Peter Cheung, Director of the Intellectual Property Department, HKSAR Government, will speak on new perspectives in intellectual property leadership and management.
Inventing Our Future: (i)Reviewing Hong Kong’s Patent System (ii)Balancing Pharmaceutical Patent Terms (iii)Trading Intellectual Property in Hong Kong
DETAILS (i)Has the current patent system, established in 1997, helped in developing Hong Kong into a regional innovation hub? What novelties, if any, should be made?
(ii)In Hong Kong, the term of patent protection is the same for all fields of technology, including the pharmaceutical and agricultural chemical sectors. Other regions have adopted Supplementary Protection Certificates and “Bolar” Exemption practices. Is it not obvious that these industries have a possible case for special treatment?
(iii)Owning unexploited intellectual property can be costly. Have rights holders been able to monetize their intellectual property? Is the concept of intellectual property trading susceptible to industrial application in Hong Kong?
ABOUT THE SPEAKER Peter Cheung is Director of the Intellectual Property Department of the Hong Kong Special Administrative Region Government. Mr. Cheung is Hong Kong’s leading intellectual property negotiator in free-trade agreements and has represented Hong Kong in WIPO law-making conferences. Between 2004 and 2005, he served as a WTO Dispute Settlement Panelist, settling two intellectual property disputes(US v EU and Australia v EU). Mr. Cheung was twice invited to speak at Harvard’s Asia Business Conferences in 2005, has provided intellectual property trade insights to the US Secretary of Commerce’s 2010 Clean Energy Trade Mission to China, and gave opening remarks at the 2011 Asia Intellectual Property Exchange Conference.
Prior to joining IPD Mr. Cheung was Senior Crown Counsel of the Attorney General’s Chambers. He holds a BA in Philosophy (Lond), an LLB (HK), a PCLL (HK), an LLM (Lond) and an LLM in Public International Law (Lond). He is a Barrister of the High Court of Hong Kong and a graduate of the Senior Executive Fellows Program of Harvard Kennedy School.

Dear AmCham Members,
You are invited to an Appreciation Night for Mr. Stephen Selby, Former Director of the Intellectual Property Department (IPD) of the HKSAR Government, which will be held on Wednesday, June 29 from 6:30pm – 8:00pm at AmCham Office, Room 1904 Bank of America Tower, 12 Harcourt Road, Central, Hong Kong.
Stephen Selby joined the Hong Kong Government in 1978. He became the Director of Intellectual Property in 1994, heading a government department of about 170 staff, responsible for maintaining the Hong Kong SAR’s Trademarks, Designs and Patents Registries. The IPD is responsible for the promotion of Intellectual Property protection in Hong Kong and for the preparation and maintenance of legislation to protect intellectual property in line with international standards and norms. Mr. Selby was elected Chairman of the APEC Intellectual Property Experts’ Group (IPEG) from 2008 – 2010. Mr. Selby retired from IPD earlier this year.
