Dan Mitchell and Andrew Quinlan will discuss the current state of Section 911 legislation and U.S. tax regulations governing Americans working overseas and will discuss tax and competitiveness issues. They also will share their insights on draft legislation and the Washington political climate driving them, and explain the policy split between international tax competitiveness and tax harmonization and OECD/EU/Un tax harmonization plans.
Dan Mitchell is a senior fellow at the Cato Institute in Washington, DC, whose major research interests include tax reform, international tax competitiveness, and the economics of fiscal policy. He has been a leading international voice in the fight to preserve tax competitiveness, financial privacy, and fiscal sovereignty. Before joining Cato in 2006, Dan spent nearly 17 years as an economist at the Heritage Foundation. He co-founded with Andrew Quinlan the Center for Freedom and Prosperity (CPF), formed to protect international tax competitiveness and raise understand of the international fight for tax competitiveness, financial privacy, and fiscal sovereignty.
Andrew Quinlan is the president and co-founder of the CPF along with the Center for Freedom and Prosperity Foundation. He has briefed more than 400 Capitol Hill offices and key Bush Administration staff on the benefits of tax competitiveness and has traveled and lectured on tax competition, financial privacy and information exchange worldwide. Mr. Quinlan served as a senior economic analyst for the Republican National Committee before working for more than seven years as a top staff member for New Jersey Congressman Jim Saxton, the last four years as senior advisor to the Joint Economic Committee.

* All cancellations must be notified in writing at least two working days prior to the event, or six working days prior to the conference. No-shows will be charged.
* Faxed or mailed booking forms received without payment (check/cash) will be considered void, unless valid credit card details are given as guarantee. If payment is not received by 5pm the day after the event, the credit card on file will be charged automatically.
* When Typhoon 8 (or above) or Black Rainstorm Signal is hoisted, all events will be cancelled.
